EAPC rules for candidates and elections of the Board of Directors

These rules shall complete the By-laws and are referring particularly to the following articles:

Art. 8 – General Assembly
1.        The General Assembly is made up by all members of the Association and is the supreme authority of the Association.
2.        The General Assembly meets at least once a year before 30 April, for the approval of the Financial Reports and of the Budget. It also decides upon:
The appointment of the Board of Directors and the Board of Auditors of the accounts
The drawing up of the general policy of the Association
The modification of the By-laws
The approval of the Rules
The disposal of the operating surplus, in accordance with the law and the present By-laws
The dissolution of the Association and the disposition of its assets.
 
Art. 9 – Board of Directors
1.     The Association shall be managed by a Board of Directors. This shall comprise no less than 11 (eleven) members and no more than 21 (twenty one) members chosen by the General Assembly, including the President, the Vice-President/s and the Treasurer.
2.     The members of the Board of Directors will remain in office for 4 (four) years and can be re-elected. When, for any reason whatsoever, the majority of the members of the Board of Directors discontinue their office, the whole Board of Directors shall be considered dissolved and the General Assembly shall provide for new elections in a timely manner.
3.      In the event that a member of the Board of Directors resigns or stands down for whatever reason the Board itself shall appoint a new member; the member so appointed remains in office until the next General Assembly. The member then elected by the General Assembly to replace the Board Member who stands down shall remain in office for the same period as the replaced board member would have remained .
4.      The members of the Board of Directors cannot receive any remuneration, except the reimbursement of expenses incurred in carrying out the duties of their office.
5.    The Board of Directors shall have all powers for the ordinary and extraordinary conduct of the activity of the Association and shall have the following functions:
  • to manage the Association in every aspect, according to the policy decided by the General Assembly
  • to appoint the President, from one to three Vice-Presidents, the Secretary and the Treasurer, to be chosen from the members elected to the Board of Directors
  • to resolve upon the admittance of new Members to the Association
  • to prepare the annual Financial Report and the Budget. 

Nomination of the candidates

Candidates for the EAPC Board of Directors are generally proposed by the associations Collective Members of the EAPC. But can also be proposed by a minimum of 5 individual members. EAPC Board members can stand once for re-election, so the maximum term on the Board should be 8 years. The EAPC Board must include different disciplines involved in palliative care, of which at least two should be nurses.

What is expected of EAPC Board members?

EAPC has contributed a great deal to the development of Palliative Care in Europe, and has reached a world wide reputation and recognition. It is the duty of the EAPC Board of Directors to carry this on. It is expected that all Board members should take individual initiatives to improve and promote palliative care in Europe according to the priorities and stratigic plan. To be an EAPC Board member means to contribute continuously to the activities of the organisation. She/He must participate actively in EAPC Congresses and meetings and in their preparation. Generally all Board members need to be in regular contact with their national organisation, but may also be requested to be in contact with Collective Members Associations from other countries. Furthermore each Board member is assigned one or more specific tasks.

Proposed candidates must be:

  • a member of EAPC with the right to vote
  • supported in writing by their Collective Member Association
  • be actively involved in Palliative Care in their own country
  • be able to give sufficient time to the activities of the EAPC and attend a minimum of 50% of all board meetings
  • competent in English

Once nominated, the prospective candidate must:

  • submit a current Curriculum Vitae (short version only)
  • submit a brief Mission Statement (150-200 words) on how they can contribute to the work of the EAPC
  • submit a photograph in JPEG.
